Get notification counts grouped by severity, status, and specification

Returns total/unread counts for the notifications the user has access to, along with per-value counts for latestSeverity, status, and specificationId. Accepts the same filter/filter-operator query parameters as GET /signals/notifications and applies them identically — there is no implicit predicate, so closed notifications are included unless explicitly filtered out, e.g. filter=[{"key":"status","operator":"not-eq","type":"string","value":"closed"}]. Each returned bucket's value is a valid value for that field's filter key, so it can be appended directly to a subsequent filter to drill into that bucket.
